Public Forum 2025-2026 CDBG Annual Program Plan Needs Assessment

We want to hear from you! The Town will hold a public forum during the Council Meeting on Wednesday November 13^th at 6:00pm to hear from residents about community development and affordable housing needs. Information gathered during the needs assessment will be used to identify priorities for the use of 2025-2026 CDBG funding and the 2025-2029 Consolidated Plan.

CDBG Program Overview

The primary objective of the program is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities for low- and moderate-income peoples. The Orange HOME County Consortium is comprised of Orange County, the Town of Chapel Hill, the Town of Hillsborough, and the Town of Carrboro. The Consolidated Plan also guides the allocation of HOME funds. For more information about HOME funds, visit the HOME website.

Each spring, the Town Council allocates CDBG funding to organizations which operate programs or provide housing that benefits low- and moderate-income peoples. These allocation decisions are guided by the 2020-2025 Consolidated Plan which is a document that provides information concerning how the Orange County HOME Consortium plans to address certain important housing and community development needs of its low- and moderate- income residents during the next five years.

Each year, an Annual Action Plan is developed to guide the use of CDBG and HOME funds for the year. At the end of the year, a Consolidated Annual Performance Evaluation Report is developed to report on each program year.
