Background
The Town is completing a Pay and Classification Study to look at what our employees are paid and how their jobs are described and grouped together. Below are key resources about the process for employees.
The Town is working with Evergreen Solutions, an experienced compensation and classification consultant.
Timeline
Below is a general timeline of how the Pay and Classification Study will rollout. The goal is to have recommended changes to the pay plan in time to include it in next year's budget:
- October 22-24: Focus groups
- October 28: Employees receive Job Assessment Tool (JAT) questionnaire
- November 7: Deadline for employees to complete their JAT
- November 19: Deadline for Supervisors to review their employees' JATs
- November 20: Deadline for Supervisors to complete Management Issues Tool (MIT) deadline

Frequently Asked Questions
Who was invited to the focus groups? HR used a random number generator to chose employees to join the focus groups.
What were the focus groups for? These groups were to ask employees more generally about the Town's pay and classification system. They were not specific to individual jobs.
What is the JAT? The Job Assessment Tool is a questionnaire that ALL employees will get so they can tell Evergreen Solutions about their specific job. Watch the video above to learn more about how to take this important questionnaire.
Who sees my JAT once completed? Supervisors will have a chance to review, but not change, employees' JATs that report to them.
What positions are included in the study? All positions that can receive Town benefits will be included in the study.
How does the Town determine fair pay for program support, seasonal, intern, and summer youth jobs? Program support positions are either compared against the living wage or to similar positions at the Town. Some of our seasonal, internships, and summer youth employment positions are paid based on how they are funded (ie grants).
This feels like it’s moving really fast, is it? We are moving fast. That’s because we want to have the project finished in time to include any recommendations in next year’s budget. In order to make that mark, especially with the holiday season ahead, we got started now, rather than waiting.
Why did we change the name to Pay & Class rather than Comp & Class? Compensation refers to the total packs of pay AND benefits. This study is only assessing pay. We know that you want us to also review and improve benefits and we aim to do that assessment in 2025.
