The Council approved in November 2014 the development of a pilot program in the Ephesus-Fordham Form District that rebates construction permitting fees for projects that employ sustainable design principles targeting energy and water use. For a four-year trial period, all new or renovated development in the district will be eligible to receive up to a 35 percent rebate on permitting fees if they demonstrate a series of measurable sustainability standards.

The first approved project in the district, Village Plaza Apartments, has committed to achieving the National Association of Home Builders ICC 700 National Green Building Standard.
