The Carolina North Campus has been the focus of a series of planning efforts and community discussions that culminated with the Town and University's June 2009 approval of a development agreement. The development agreement contains guidelines and standards for the development of the first 3 million square feet of a mixed-use research and academic campus on 133 acres. The agreement also contains guidelines for the rest of the property that will not be developed in the near future.

A public information meeting was held Monday September 13, at 5:15 p.m. to receive comments and feedback on the 2021 Carolina North Development Agreement Annual Report to the Town of Chapel Hill. The meeting was held virtually.

The meeting will be held in the Magnolia Conference Room of the Giles F. Horney Building at 103 Airport Drive. Free parking is available, and Chapel Hill Transit serves the building directly via the NU route, and indirectly via the NS route.

2014 Carolina North Annual Report

The 2014 Carolina North Annual Report has been submitted to the Town. A Public Information Meeting will be held at 5:30 p.m. Monday, Sept. 15, in the Magnolia Conference Room in the Giles Horney Building, 103 Airport Drive, for public review and comments on the plan before it is presented to the Town Council. The Annual Report is scheduled to be presented to the Council at its Business Meeting at 7 p.m. Monday, Oct. 27, at Town Hall, 405 Martin Luther King Jr. Blvd.

Carolina North Annual Report

The 2013 Carolina North Annual Report has been submitted to the Town. A Public Information Meeting will be held at 5:30 p.m. Monday, Sept. 16, in the Magnolia Conference Room in the Giles Horney Building, 103 Airport Drive, for public review and comments on the plan before it is presented to the Town Council. The Annual Report and Semi-Annual Capital Report are scheduled to be presented to the Council at its Business Meeting at 7 p.m. Monday, Oct. 28, at the Southern Human Services Center, 2501 Homestead Road.

Declaration of Restrictive Covenants Approved (December 2012)

The Council of State has approved the Declaration of Restrictive Covenants on the Carolina North Conservation Areas. The conservation areas at Carolina North are now officially in a state of permanent conservation. We are happy to have finally completed this key requirement of the Development Agreement, specifically, section 5.5.1.e.

Will Tricomi, Associate University Counsel for UNC-Chapel Hill, stated:

“The boundaries of the three Carolina North conservation areas have all been professionally surveyed. The surveyor installed concrete property monuments with metal caps at every corner of each of the three conservation areas. The Declaration of Restrictive Covenants (attached) includes metes and bounds legal descriptions of the conservation areas, which reference certain of these concrete property monuments. In addition to these concrete property monuments, the University will install 8”x8” diamond-shaped conservation area markers on metal channel posts. These conservation area markers will be installed at each location where a trail or service road enters a conservation area. These markers will also be located at regular intervals (approximately every 150’) along any conservation area boundaries shared with neighboring property owners. The installation of these markers on channel posts will take place this winter and early spring."

2012 Carolina North Annual Report

The Town Manager's periodic compliance report to the Council will be made on Sept. 24, 2012. The Development Agreement requires the University to prepare an annual report on the activities at Carolina North for the previous fiscal year. The recording of the presentation and associated materials will be available on the Town's website.

UNC Chapel Hill Army Corps Permit for Carolina North

The University has received approval of the individual Permit Application required by the U.S. Army Corps of Engineers before development at Carolina North. Minor Modification Request, January 5, 2012 - approved February 10, 2012.

The Town Manager has approved a request for a minor modification to the Carolina North Development Agreement, consistent with the University’s presentation to the Council on October 26, 2011.

The minor modification is proposed by the University to realign (but not modify the total acreage of) the Conservation Areas of Carolina North to “improve the ecological value and connectivity of the 311 Acres of the Carolina North property that are to be place in conservation under the terms of the Development Agreement.” The University presented additional information about the proposal at the Council's January 23, 2012 meeting.

 

The 2011 Carolina North Annual Report

The Manager's periodic compliance report to the Council was made for October 26, 2010.  The Development Agreement requires the University to prepare an annual report on the activities at Carolina North for the previous fiscal year. The recording of the presentation and associated materials are available on the Town's website.

The University discussed a potential minor modification of the Development Agreement to reconfigure the conservation areas, based on the report, below, on which areas are best suited for conservation.

"In early October, work crews will begin to remove trees, brush and other vegetation in a narrow corridor from the Horace Williams Airport to Homestead Road. Staff members of the University of North Carolina at Chapel Hill will be available to answer questions about the project at a Sept. 13 public information meeting for the Carolina North Annual Report at the Town Hall at 5:15 p.m. "

UNC Chapel Hill Army Corps Permit for Carolina North

The University has submitted the individual Permit Application required by the U.S. Army Corps of Engineers before development at Carolina North.  The Corps has deemed the application complete and issued a 30-day Public Notice, April 8 – May 9, 2011. During this time period, the Corps accepted comments from the public and considered them in the evaluation of the application. Transportation Impact Analysis Update    Completed, December 2009 The TIA update was completed in December, 2009, as required by the Development Agreement.  There were not substantial differences from the earlier TIA. See the TIA Update page for more information. 

The next TIA update will be submitted in December 2015 or when Carolina North reaches 800,000 SF of building floor space.

 

 

Report to Council on public input process Report was made on January 22, 2010 The Council asked their communications subcommittee to review and consider the proposal. The subcommittee has met and is considering recommendations in light of the Town's overall communications strategy. See the Public Participation page for more information and a review of the recommendations.
Short Range Transit Plan         After December 2009 The SRTP shall be prepared by the Town and updated in response to each TIA update, beginning with the December 2009 update The Chapel Hill Transit Department is currently engaged in a Comprehensive Operations Assessment (COA) which is the first step in evaluating the transit system.  Results of this assessment, in early 2011, will inform the first SRTP.  The COA will include public input meetings and web-based public participation.
Campus to Campus Bike Connector    Include report in the first Annual Report The Town and University shall explore a greenway/bike path between Carolina North and the Main Campus See the C2C page for more information.

Approved Development Agreement

On June 22, 2009, the Chapel Hill Town Council approved a Development Agreement with the University of North Carolina at Chapel for a satellite campus on the Horace Williams Tract, which is located north of Estes Drive and west of Martin Luther King Jr. Boulevard. Named Carolina North, the satellite campus is proposed to cover approximately 250 acres of the Horace Williams Tract’s 1,000 acres and will be built in phases over the next 50 years.

The development agreement includes specific limitations and detailed conditions of approval that protect the Town’s interests, while also offering certainty to the University regarding what type of development can occur. This website will be updated regularly with information and materials related to the approved agreement and the future planning processes that will support Carolina North and Chapel Hill.
