Housing & Community Development issues RFP for professional services

The Orange County Department of Housing and Community Development is soliciting Request for Proposals from qualified individuals and planning consulting firms to provide professional services in the preparation of the Orange County HOME Consortium’s Five Year Consolidated Plan, Annual Action Plan and Analysis of Impediments to Fair Housing Choice. Specifically, this RFP is for the community engagement portion of the Plan to include the planning, coordination and execution of numerous community meetings, surveys and webinars and the qualitative data collection and analysis required to achieve full community engagement for preparation of the Plan.

The specific services requested by Orange County are detailed in the Request for Proposals. Copies also may be obtained from the Department of Housing and Community Development, 300 W. Tryon Street, 3rd Floor, Hillsborough NC 27278, during normal business hours. It is also available electronically by submitting a request to esutton@orangecountync.gov .

The deadline for submission of proposals is FRIDAY, JANUARY 10, 2020, at 4:30 p.m. in the Department of Housing and Community Development, 300 W. Tryon Street, 3rd Floor, P.O. Box 8181, Hillsborough, NC 27278.

Overview of the HOME Program

The HOME Program is authorized by the Title II of the Cranston-Gonzalez National Affordable Housing Act and is administered by the Department of Housing and Urban Development (HUD). The HOME Program provides grants to state and local governments to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership, or to provide direct rental assistance to low-income people. HOME is the largest Federal block grant designed exclusively to create affordable housing for low-income peoples.

In 1992, the Orange County HOME Consortium was established as a local partnership to develop affordable housing throughout Orange County. Orange County and the Towns of Chapel Hill, Carrboro, and Hillsborough formed the Orange County HOME Consortium, with Orange County acting as the lead entity. Overview of the 2010-2015 Consolidated Plan
Each spring, the Orange County HOME Consortium allocates HOME funding to organizations which work with affordable housing and/or rental assistance for low-income peoples. These allocation decisions are guided by the 2010-2015 Consolidated Plan which is a document that provides information concerning how the Orange County HOME Consortium plans to address certain important housing and community development needs of its low- and moderate- income residents during the next five years. Each year, an Annual Action Plan is developed to guide the use of CDBG and HOME funds for the year. The 2011 Annual Action Plan can be found below.

Orange County HOME Program

The Orange County HOME Consortium’s application cycle is now open for entities wanting to apply for FY 2020-2021 funds under the HOME Investment Partnerships Program.

HUD’s HOME Investment Partnerships Program (HOME) provides formula grants to states and local communities that (often in partnership with local nonprofit groups) fund a wide range of activities including construction, acquisition, and/or rehabilitating affordable housing for rent or homeownership, or to provide direct rental assistance to low-income people. It is the largest Federal Block Grant to state and local governments designed exclusively to create affordable housing for low-income households.

HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The program’s flexibility allows states and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, rental assistance or security deposits.

Orange County’s HOME funding applications are accepted once a year and are reviewed by the Orange County Home Consortium Committee, known as the Local Government Affordable Housing Collaborative. The Collaborative is comprised of staff and elected officials from the Towns of Chapel Hill, Carrboro, Hillsborough, and Orange County.

A recommended funding plan is reviewed for approval by each jurisdiction in the Spring of every year.
