Status 9-25-15: The application has been approved and the Town Manager has issued a Form District Permit. Please see below for permit and approved plans.
On January 12, the Town received a Form District Permit (FDP) Application and Certificate of Appropriateness (COA) Application from Leigh Polzella of Reddlands, Inc to develop a one-story commercial retail / pharmacy with a drive-thru at the corner of Fordham Blvd. and Ephesus Church Rd. The project will include streetscape, sidewalk and stormwater improvements for the building and associated parking spaces as well as a reduction in impervious surface area of 3,000 sf. The project will also include the dedication of right-of-way by the applicant to the Town to allow for Town and State sponsored improvements to the intersection of Ephesus Church Rd. and Fordham Blvd. This is the third development application received in the Ephesus/Fordham Form District. About the Property: The site is within the Ephesus/Fordham Form District and has a "Type B" frontage along the Ephesus Church Rd elevation (side of building) and 75 feet of "Type B" frontage along Fordham Blvd. closest to the intersection with Ephesus Church Rd. The "Type B" frontage allows for a single aisle of parking (with parking stalls on both sides), along with sidewalks and landscaping between Ephesus Church Rd. and the building. Drive-thrus are also permitted in the Ephesus/Fordham Form District, provided that they do not face the street and allow for the safe movement of pedestrians and vehicles. More Information about the Ephesus-Fordham Form District
*The Town Council will review the first few Form District Permit Applications that the Town receives. The Town Council will not make a decision regarding this application. Authority to approve the Form District Permit application has been delegated to the Town Manager and the authority to approve a Certificate of Appropriateness to the Community Design Commission in the Ephesus/Fordham Form District Code, which was adopted by the Town Council on May 12, 2014.
**The decision, or final action, deadline is 45 calendar days after the acceptance of a complete application or 15 calendar days after the Community Design Commission approves a Certificate of Appropriateness, whichever is later. The applicant may grant the Town additional time to extend the final action deadline.
