The North Carolina Water Supply Watershed Protection Rules, in effect since 1992, require all local governments having land use jurisdiction within surface water supply watersheds to adopt and implement water supply watershed protection ordinances, maps, and a management plan.
The Watershed Protection District (WPD) is applied to a portion of the Town draining to Jordan Lake to ensure long-term water quality of the Jordan Lake Reservoir, to protect possible future sources of drinking water for the Town and surrounding localities, and to control pollution sources affecting water quality. Requirements for this zoning overlay district are included in the Land Use Management Ordinance (LUMO), Section 3.6.4. The area of the Watershed Protection District is defined generally as an area extending five (5) miles from the normal pool elevation of the Jordan Lake Reservoir, or to the ridge line of the watershed, whichever is less. The WPD ordinance and map boundaries were originally adopted by Town Council on June 28, 1993.
