The Town of Chapel Hill implemented a traffic-calming pilot project to address speeding near the intersection of Redbud Lane and Honeysuckle Road in Summer 2023.
OVERVIEW
- Town Staff & Community: Town staff reviewed community feedback about speeding near Redbud Lane and Honeysuckle Road. In May 2023, a speed study was done at the site.
- Town Council Approval: Town Council approved the Town’s recommendations for traffic calming improvements at Redbud Lane and Honeysuckle Road and approved the use of traffic calming installations at their June 21st council meeting.
Traffic-Calming Improvements:
- New Street Structures: The Town installed a traffic circle with plastic bollards (street narrowing structures) at Redbud Lane and Honeysuckle Road to calm traffic.
- These structures are Town-approved alternatives to speed humps/tables, due to Town fire regulations.

- The “STOP” signs were removed, and “Yield” signs were installed to direct drivers around the traffic circle.
- Advanced warning signs were added to alert motorists of the change in the traffic pattern.
- A speed study evaluated the effectiveness of the installation and the Town adjusted the design as needed.
Traffic-Calming Pilot Project Results:
- Posted Speed: 25 MPH
- Average Vehicle Traffic: 1,500 Vehicles Per Day
- Average Vehicle Speed Before New Street Structures Introduced: 29 MPH
- Average Vehicle Speed After New Street Structures Introduced: 22 MPH
