2025-2026 CDBG Annual Program Plan Needs Assessment
The federal Community Development Block Grant (CDBG) Program, operated by the US Department of Housing and Urban Development (HUD), provides communities with resources to address a wide range of community needs to serve low to moderate income residents. The Town of Chapel Hill has received CDBG funds since 1975 and has used these funds to support a variety of affordable housing initiatives and community service programs.
The Town Council will hold a public forum during the Council Meeting at 6:00pm on Wednesday November 13, 2024, to receive resident input on the Town’s community development needs. Public comments will be used to help determine specific funding priorities for the 2025-2026 CDBG Program Year and the 2025-2029 Consolidated Plan.

An amendment to the Town of Chapel Hill 2020-2021 Community Development Block Grant (CDBG) Program is being considered. The proposed amendment includes recommended program activities for CDBG-CV funds recently awarded by HUD and the reallocation of 2020-2021 CDBG funds to emergency housing assistance.
The public is invited to review and comment on the proposed amendment to the 2020-2021 CDBG Program, which will be made available online for a period of fourteen (14) days beginning Thursday, January 14, 2021, at https://townofchapelhill.org/cdbg

Public Forum: 2018-2019 CDBG Annual Plan
The federal Community Development Block Grant (CDBG) Program, operated by the US Department of Housing and Urban Development, provides communities with resources to address a wide range of community needs to serve low to moderate income residents. The Town of Chapel Hill has received federal CDBG funds since 1975 and has used these funds to support a variety of affordable housing initiatives and community service programs.
The Chapel Hill Town Council held an initial public forum on November 1, 2017 and will hold a second public forum on Wednesday, March 21, 2018, to receive citizen input on the Town’s 2018-2019 CDBG program. The public forum will be held at 7:00PM, in the Council Chamber of Town Hall, 405 Martin Luther King Jr. Blvd., Chapel Hill, NC 27514.
The public is also invited to review and comment on the draft 2018-2019 CDBG Annual Plan, which will be made available during normal business hours of operation for a period of thirty (30) days beginning Monday, April 2, 2018, at the following locations:
• Town of Chapel Hill: 405 Martin Luther King Jr. Blvd. Chapel Hill, NC 27514 and www.townofchapelhill.org
• Chapel Hill Public Library: 100 Library Drive, Chapel Hill, NC 27514

Public Comment Opportunity – Needs Assessment Public Forum
The Chapel Hill Town Council will hold a public hearing at 7 p.m. Wednesday, November 13, 2019 in the Council Chamber of Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd., to receive public comment on the Town’s housing and community development needs. Comments will be used to help develop strategic goals and funding priorities for both the annual and 5-year Community Development Block Grant (CBDG) program plans.
