Project Overview:
On November 16th, 2022, the Town Council approved the allocation of American Rescue Plan Act (ARPA) funds for multiple Downtown projects including a two-part streetscape enhancement and mobility plans that create a vision for public right-of-way improvements Downtown. This project has many goals including public safety and economic vitality and is one of many efforts for revitalization and improvement underway in Downtown Chapel Hill. The first phase of this project is the "Multimodal Mobility Study" that concluded in Fall 2023. The project timeline and materials for phase one can be found below. The second phase, the "Downtown Public-Right-of-Way Master Plan", began February 2024 and will continue through the end of 2024. Information and materials for this current phase will be updated as the work progresses. This project has and will continue to include several opportunities for public input and engagement.
A consultant firm, Toole Design, was selected to assist with this work after a public RFQ review process. The Town project team consists of staff from various departments including Economic Development, Transit, Public Works, and the Manager's Office.
Virtual Public Engagement Opportunities:
Several opportunities were hosted in April to hear from the community on this project, and we will be back in person Fall 2024. If you were unable attend in-person, a virtual white board will be open for comments here until Friday May 3rd, 2024.
Watch the "Great Streets Workshop" featuring speakers from communities that have underwent streetscape improvement projects here. The community heard about projects implemented in Athens, Georgia; Rogers, Arkansas; Hendersonville, North Carolina; and Winter Garden, Florida.
