Mobility and Connectivity Plan

Town Council adopted the Mobility and Connectivity Plan as a component of the Chapel Hill 2020 Comprehensive Plan on October 25, 2017, with an update to the plan adopted on October 28,2020. The full Mobility and Connectivity Plan can be downloaded in the links below.

Mobility Plan 2020 Complete Streets Update
(October 2020)

On August 8, 2019, the North Carolina Department of Transportation (NCDOT) resolved to update their Complete Streets policy to "collaborate with cities, towns, and communities to ensure pedestrian, bicycle, transit, and evolving transportation technology options". The Town of Chapel Hill responded to this resolution by updating its Mobility and Connectivity Plan to include improved and additional bicycle and pedestrian facilities along roadways maintained by NCDOT.

In addition, the NCDOT Complete Streets policy includes bus stop upgrades. Chapel Hill Transit is taking the opportunity to propose enhancements to bus stops located along NCDOT maintained roads.

Chapel Hill Transit - Bus Stop Upgrades

On December 31, 2019, VHB released the final report for the NC 54 Bicycle and Pedestrian Safety Plan. The study, sponsored by NCDOT, conducted a year-long safety analysis of motorized and non-motorized usage along NC 54 and provided recommendations for safety improvements. This Plan is proposed to be Appendix E of the updated Mobility and Connectivity Plan.

ADA Transition Plan

As part of the 2017 study, an inventory and assessment of 80 downtown intersections was completed for ADA Compliance. The purpose of this Transition Plan is to increase mobility for individuals of all ages and abilities by recommending the following: connections that don’t currently exist, and upgrades to existing facilities such as sidewalks, pedestrian ramps, and crosswalks.

About the Plan

The Mobility and Connectivity Plan outlines the steps necessary for Chapel Hill to become a community where bicycling, walking, and taking transit are safe and convenient, everyday choices. The draft plan is an overall network exercise looking at bicycle, pedestrian, and greenway connectivity, along with transit stop access, throughout the Town. It includes a prioritized list of both short- and long-term projects to improve non-motorized transportation opportunities in Chapel Hill. The Mobility Plan complements and expands upon existing adopted plans including the Chapel Hill Bike Plan (2014), and the Greenways Master Plan (2013).
