Compliments & Complaints

The Chapel Hill Police Department is committed to open communication with the public on the performance of our personnel. We are always pleased to hear that an employee’s performance was outstanding, and we need to know when an employee fails to meet a community member’s expectations. Therefore it is the policy of the Chapel Hill Police Department to receive, document, and promptly respond to all compliments and complaints received from the public. All complaints will be investigated and resolved in accordance with Chapel Hill Police Department and Town of Chapel Hill policy.

Semi-Annual & Annual Reports

The Chapel Hill Police Department is dedicated to protecting the rights of all citizens and we carefully investigate all complaints relating to police service and/or police misconduct.

We strive to be courteous, thorough, and impartial in our investigations and fair in our judgments and decision-making.

People who work in the police service should behave appropriately at all times. Expectations about behavior of both police officers and members of police staff are made clear in our policies and procedures. These expectations include requirements to:

Act with honesty, integrity, fairness, and impartiality
Treat members of the public and fellow employees with respect
Not abuse their powers and authority
Act in a manner that does not discredit or undermine public confidence in police service

The Chapel Hill Police Department compiles semi-annual reports that detail information about complaints and internal investigations. At the recommendation of the Re-Imagining Community Safety Task Force, the Department switched from quarterly reports to semi-annual reports following the publication of the FY21/22 1st Quarter report. The change allows the reports to evaluate trends over a longer time horizon. Links to those reports are found below.

Policy Manual

In order to maintain the highest level of professional conduct, the Chapel Hill Police Department establishes policies and procedures to govern our work. It is the responsibility of each employee of the department to follow the policies and procedures set forth within our manual. While it is not possible to anticipate every circumstance that may confront an employee, our policies provide important guidance to employees.

The Chapel Hill Police Department Policy Manual and Standard Operating Procedures are provided for your reference. In accordance with N.C.G.S. § 132-1.7, the Chapel Hill Police Department reserves the right to withhold or redact any policies that are considered sensitive or tactical in nature.

The Policy Manual and Standard Operating Procedures are frequently revised and updated and the version on this website will be updated as changes are made.
