JOINT PRESENTATION (PRESENTATION ONLY - DISCUSSION TO FOLLOW LATER IN THE AGENDA)

425 Hillsborough Street (Grove Park) - Special Use Permit Modification for a proposed multifamily development with 346 dwelling units and 680 parking spaces. Case Planner - Judy Johnson

Note: This proposed project is not within the historic district, therefore the Historic District Commission is not required to make a recommendation on approval of the Special Use Permit modification to the Council. Because the location abuts the historic district, the applicant is asking for courtesy comments from the Historic District Commission.

The Historic District Commission will be joined by the Environmental Stewardship Board and the Housing Advisory Board in the Council Chamber to receive presentations from the Town Staff and from the applicant regarding the application for 425 Hillsborough Street. Following the presentations, the Historic District Commission will discuss the application with a representative of the applicant in the Council Chamber. Concurrently, the Environmental Stewardship Board will discuss the application with a representative of the applicant in the Human Resources Development (HRD) Training Room on the 2nd floor of Town Hall and the Housing Advisory Board will discuss the application with a representative of the applicant in the First Floor Conference Room across from the Council Chamber.

Note: The Historic District Commission previously approved a Certificate of Appropriateness for construction of a building addition and rear entry portico at 719 East Rosemary Street at the September 9, 2014 meetingThe applicant has withdrawn their request for the Commission to consider the addition of a two story garage. 

NEW CERTIFICATES OF APPROPRIATENESS

201 East Franklin Street (Time Out Restaurant) - New signs on awnings, building facades, windows, and door. Case Planner - Mike Klein

227 Vance Street - Addition of an awning, stone retaining wall, steps, fence, and stone wall; modifications to back steps, driveway, patio, and front walkway. Case Planner - Jay Heikes

209 East Franklin Street (University Presbyterian Church) - Demolition of a 3,456 sf accessory building, construction of a 2-story 5,449 sf building addition, realignment of Robertson Lane, elimination of 7 parking spaces. Case Planner - Kay Pearlstein

Note: The Historic District Commission will consider a Certificate of Appropriateness for the proposed changes at 209 East Franklin Street. The Commission will also consider final plan approval for lighting, elevations, and alternative buffers.

724 Gimghoul Road - New stone wall along frontage, walkway, retaining wall, patio, lighting, potting shed, sunroom, windows, garage, shed roof, deck; changes to driveway, light fixtures, roof. Case Planner - Jay Heikes

Public Charge: The Historic District Commission pledges its respect to the citizens of Chapel Hill. The Commission asks its citizens to conduct themselves in a respectful, courteous manner, both with the Commission and with fellow citizens. Should any member of the Commission or any citizen fail to observe this public charge at any time, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until a genuine commitment to this public charge is observed.
